Unexpected Results "/spreadplayers" MCWin10 v1.2.8

I'm having unexpected results when using the "/spreadplayers" command on Minecraft : Windows 10 Edition v 1.2.8

What I expect to happen...

Have hostile mobs, example "Creepers", spread around the play area, which is 128 x 128 block area.

The command I'm using:

/spreadplayers 64 64 5 64 @e[type=creeper]

What actually happens....

Mobs although they do spread out in a random area within the set x and z axis, they're also teleporting into the air along the y axis, and falling to their deaths.

Steps to Reproduce:

1. Create New World :

Game Mode Creative
Difficulty: Normal
World Type: Flat
Mob Spawning: False

2. Teleport to 64 4 64

3. Spawn 24 Creepers

4. Attempt to spread spawned creepers with:

/spreadplayers 64 64 5 64 @e[type=creeper]

5. Results Creepers falling to their deaths spread across the specified x and z coordinates.

I'm able to reproduce this on 1.2.10.

This appears to be fixed in 1.5.14.0

This in happening again in 1.7.0 tried in realms single player and on a BDS with command blocks and by typing in the command on the xbox one you always end up at build height instead of on the ground. Tried in normal maps and superflat worlds same results

Couldn't reproduce in 1.7.0 using a single player flat world on Windows 10 - could you please add more details if you think this issue has regressed?

Confirmed for 1.14.2, seems to occur when teleported to unloaded chunks. Ie, max range of 10k blocks.

I have confirmed with several test trials in 1.19.10 on a Realm. I am on MCPE though, which shouldn't matter for the realm, especially since the owner created it via Win10.  I have done some tests on single player and it indeed seems to be an issue with unloaded chunks. It happened even with "/spreadplayers ~ ~ 16 64 @s"(I believe the chunks were still loading) but started working correctly when i lowered the range to "/spreadplayers ~ ~ 16 32 @s". It always happens for me for longer ranges. After testing on the realm, it seems the conclusion that it is related to unloaded chunks and my conclusion that chunks merely hadn't loaded yet for the max 64 range version are true. Using "/spreadplayers ~ ~ 64 128 @s" generally works as intended on the realm while it breaks at "/spreadplayers ~ ~ 128 256 @s" and longer ranges. I do believe the realm simulation distance is 4, possibly 5. If there is any more information that could help, please ask and I'll do my best to acquire it for you.
