I am playing in world fairly without turning on and cheats, in fact I have not changed any settings except the difficulty but still I can't earn Xbox achievements.

I have copied the data files from the other world but the achievements weren't disabled and let the game to generate random seed.
Does reinstalling the game helps or I must contact Microsoft?

How did you create the world? If you used a template, imported it from a .mcworld file, or copied another world, the original world may already have had achievements disabled. In that case they would be permanently disabled in the new world as well.
If you entered the seed or allowed the game to generate a random seed, there may be a licensing issue involved, in which case you may need to resolve the issue with the Microsoft Store.
