Unable to Enchanting Fishing Rod

Are you using an enchanting table or an anvil? The only other enchantments available for a fishing rod are Mending, Lure, and Luck of the Sea; are you looking for one of those? If you're using an enchantment table, are you aware that the offers it makes won't change until you enchant something—which can be anything—or change the number of bookshelves active? (See the wiki for details.)

Confirmed for 1.2.8 on Windows 10.
The only enchantment available is Unbreaking I.
Three enchantments will show up with a fishing rod however other options that are not Unbreaking I will not show a tool tip and clicking them does not give an enchantment but reshuffles the enchantments as if you had enchanted the fishing rod. Clicking unbreaking I gives the enchantment and reshuffles the enchantments as expected.
I would expect that other enchantments be available.

Due the limited amount of enchants available at level one, there may be a situation where none show on the table (see above references for the Java equivalent). However, adding bookshelves to the setup will allow new options to appear.
