"/give @p water_bucket" does not work. I also tried using the data values of the bucket, but only "/give @p bucket 1 0" and "/give @p bucket 1 1." Any data values higher than 1 say invalid command.

Cannot reproduce on Windows 10 1.2.8.0.
Did you try "/give @p bucket 1 8"? It worked perfectly for me.
You may have assumed that the data values for a bucket are consecutive, because most of them are. Buckets are an exception to the rule.
This issue works as intended.
I tried to get a bucket with /give. After it didn't work, i checked the wiki and saw that the data value is 8.

bucket 0
milk 1
bucketWater 8
bucketLava 10
