You can’t move a full stack even if you hold it down all the way as you only move 1 or 2.

I have also observed this, Android 7.0, Samsung Galaxy Tab 2
(google play store, if that matters)
MCPE V1.2.9.1
Doing the usual long-press, the green bar grows, but no matter what point you release at, only 1 item moves (I think the occasional move of 2 items is actually the program detecting a phantom second tap). This occurs moving items to and from inventory to chests, hoppers, input slots on furnaces, possibly other (all?) container inventory slots.
Makes building in Survival mode annoying, and having to single tap for each item allows hostile mobs opportunity to attack while you are getting a stack of arrows out of a chest. I didn't die, but it was a close thing.
