The Nintendo Switch version of Bedrock carries over your purchased content from the Legacy Console version. However, this content is not visible on the Windows 10 version of Bedrock, as it says I still have to purchase it. This includes all content given to the player for "free" including the battle and beasts skin packs and the natural texture pack, AND packs you've actually purchased, such as the Plastic texture pack and mash-ups.

They can, some packs don't some do, but a tiny bug must been in the game that content in all compatible devices of Minecraft Bedrock, excluding Minecraft Bedrock in Nintendo Switch, cannot sync content dlcs to the Switch, for example my LG K20 phone has the texture pack and when I signed my Xbox Live Account in the Nintendo Switch, it told me that I could sync my content in my Switch and use anywhere else and vice-versa. Then I press accept. After I check the marketplace and there's no plastic texture pack I can see available to download.

Past DLC purchases from legacy Minecraft: Nintendo Switch Edition not being available on other platforms is intended.
Previously purchased DLC from Minecraft: Nintendo Switch Edition will only transfer and be available to use in the new Minecraft (Bedrock) on Nintendo Switch only; they cannot be saved to a Microsoft Account and used on other platforms.
