Blocks.json Doesn't Recognize Custom Block Sounds

In the example, I'm trying to make sounds called wet_grass play when breaking seagrass. This should be possible with current options, but blocks.json fails to recognize the sound defined in the block_sounds section of sounds.json. In the screenshots below, I show all the parts of the JSON that are correct, but the game fails to use them right. I have defined the sounds correctly because they can be played with commands. I have done it right in the sounds.json by doing it exactly like all the other block sounds. I've assigned seagrass the wet_grass sound in blocks.json, yet seagrass instead plays the default sound "stone".
