When the Console Edition texture packs were made for bedrock, it seems the texture animation speed was not changed for existing animations such as the Lava texture. I have recorded the lava animation across all console texture packs I own in bedrock on Console Xbox One vs Bedrock Switch to show the error. I might know the reason for that. Java and Console Editions handle animations in a different way. Every frame is displayed right after the one before. In Bedrock, they act like keyframes instead. One frame is shown, then there is a transition to another one, and so on.
It is possible to change the rate of animations and remove frame blending in the file that controls animations, as seen in other packs. So a fix is possible
However, the developers claim that they can't do this. So perhaps this bug is more of a parity issue?
@Kyle morley that would be changing the animation speed. That's the only reason why newer packs work properly, even Java Edition's default lava looks to be slowed down in Bedrock.
It is definitely possible to change the lava animation speed. I was able to make the lava animation faster like the one on Java and Console by lowering the ticks per frame number for lava in the flipbook_textures.json file.

This is all I can confirm for sure but I believe all packs added on or before 1.2 are affected
