In Minecraft Version 1.6, Phantoms were introduced, and as happy as we are, there are a slight number of bugs. For starters, Phantoms don't swoop down and attack players, although I am aware that you guys are currently working on this bug. In addition, the change-log says that Phantoms will spawn in 3 to 4 days without sleep. My sister and I were up for about 6 to 7 days until a Phantom finally spawned. ONLY ONE !
Lastly, when Phantoms do spawn, they seem to just go up, and up, and up, and up in the sky until they disappear.

I waited a whole week of game days and only got a single phantom, which quickly tried to fly away. Was able to climb up a tower I had to take it out with a bow. (LG Q6 Android Nougat).

As you mentioned, phantoms not attacking is a known bug (MCPE-36673).
From the reports given here, it's hard to say that there's anything else not working as intended. As Eyeth points out, phantoms only have a chance of spawning that increases with the number of nights you don't sleep, so it's not unusual if they don't spawn before the 5th (40% chance) or 6th (50%) day without sleeping. (Yes, they have about 7-8 chances to spawn during a given night, but you can't multiply percentages to get the chance over the whole period.) They also don't spawn if you're under cover, so you need to spend a lot of the night under the open sky to maximize the chances. The given reports don't mention how much time the player was outdoors, if at all.
There were also reports that the phantoms that do spawn fly upward and/or away. That doesn't match my experience. I had 5 phantoms spawn within a short time. They flew higher and lower numerous times before I killed them with my bow, though they never came very low and it took a lot of arrows. (I'm not sure how many days I hadn't slept, but it doesn't matter).
Could someone please confirm that phantoms are not spawning for them after many days, even if they spend practically the whole night outdoors? And that they consistently fly up and/or away out of range without coming lower again after a while?
As I have just put on another issue I have never seen a phantom regardless of how long I stay awake and I haven't seen a skeleton horse spawn for about 2 years. I just assumed it was the general slowing down of iOS and the fact that we can only see 6 chunks away and just 4 chunks with actual activity plus that mobs tend to remain in the 7 th chunk loop hence putting up the mob count and stopping spawning.

"...over 3 in-game days.." It doesn't mean 3 or 4 days guarantee. Also, there is an increase chance for each night afterward.
According to Wiki:
"Phantoms spawn in the Overworld at night, or at any time during a thunderstorm; high above players that have not entered a bed for at least three in-game days. Phantoms will spawn more often the longer a player has gone without entering a bed.
For phantoms to successfully spawn, the player in question must be above sea level and not have a block above its head which blocks light in any way (for example leaves won't work as they have a light opacity of 2, but glass will work as its light opacity is 0).
Once the conditions are right, a pack of 1β4 phantoms attempts to spawn 20β34 blocks above the player, and off to the side by up to a taxicab distance of 9 blocks, every 60-70 seconds. The chance of a successful spawn is x-3βx, where x is the number of nights since the player last entered a bed, which comes to a 1β4 chance on day 4, a 2β5 chance on day 5, a 3β6 chance on day 6, and so on."
