Phantoms don't spawn, even after 3 game days.

That is likely your render distance, can you give us what your simulation distance setting is?

Also are you standing under any opaque blocks?

Note: We don't think that doing commands that change the time, change your sleep timer so that likely won't work when attempting to spawn phantoms.

One problem you have is that the /time add command does not affect the number of days you've gone without sleeping. That isn't calculated from the current time minus the time you last slept; it's a tick count that gets incremented continuously as the game runs (even while you're in Creative mode).

A second problem is that phantoms won't spawn for you if there's an opaque block above you when the spawn cycle runs, so if your farm design includes any kind of roof you need to either stand outside it or make your roof transparent. This also means that moving around between covered and uncovered blocks while you wait will decrease the spawn frequency.

Also, my experiments suggest that phantoms won't spawn before it is fully dark (daytime=13800). I'm not sure when the spawn cycles stop, but it lasts at least until the first light of dawn (daytime=22550). Spawn cycles will run at random intervals between those times, though they're more frequent with longer times since you last slept. So there's always a possibility that no spawn cycles will run on a given night, though the probability of multiple spawn-free nights is very low.

Edit: After some more experimentation, I think I have reproduced the problem in my survival world. I spent several in-game days standing under the open sky in Creative mode with no spawns (not surprising), then several more days in Survival mode with still no spawns (not working as intended). Then I switched the difficulty to Peaceful and back to Normal and they spawned immediately. My theory is that phantom spawning is disabled when a player changes to Creative and isn't enabled again when they switch back to Survival.

I think you can resolve this as working as intended now because I was reading on the wiki about mob cap. In this chunk I was waiting for them,  I have a skeleton farm with lots of skeletons and a animal farms with enclosures of sheep, chicken, cows and pigs. I’ll just have to venture out from my base and wait for phantoms far away from my castle I hope everyone have a great day.

Thank you for the information. I appreciate you trying to save us from working on a bug that was intended behavior after all. However, I'm not sure your interpretation actually explains it. Phantoms would be controlled by the hostile mob cap, which is different from the mob cap for passive mobs like cows and pigs, and in addition phantoms don't actually obey the mob cap anyway. And your skeleton farm almost certainly has a roof on it, which makes those spawns controlled by the "cave mobs" cap, while the phantoms are "surface mobs".

In addition, the developers testing this actually did observe the problem, though they haven't been able to do so consistently and reliably, so we believe there actually is a bug here. Since it's now in the developers' hands, it will be up to them to decide when and how it's resolved.

If your simulation distance is 10, then the mob cap thing should not be an issue (as mobs are not wondering out side this distance and counting towards the cap still), we have people who are able to reproduce this bug.

Oh, okay. Well it is definitely a bug... I hope you continue working on it. I would love to see it fixed. It’s really annoying.

They spawn in my world but they don't target me they just fly around high up and follow me but have NEVER attacked me
