Can't place scaffolding on certain full-size blocks

Scaffolding cannot be placed on top slabs, upside down stairs, or glass blocks.

Other full-width blocks affected (but I expect it's by design for these) are:

  • Ice

  • Shulker box

  • Trapdoor (iron or wood) placed where it forms a top surface

  • Hopper

(-)Minecraft Bedrock and Java have different physics please do not assume they work the same!

Java is totally different and Bedrock edition doesn't require Java to be installed!

Confirmed that scaffolding still breaks when it falls on a top slab or upside down stair, though not a double slab.

Also still breaks when it falls on a glass block or hopper.

I reopened this ticket because of falling scaffolding breaking on non-full height blocks, but that was not part of the original bug and is being tracked separately at MCPE-20109
