[MCPE-43760] Signs can be placed on top of invalid blocks

Steps to reproduce:

Place any block that you're 100% sure wouldn't handle a sign on top of it (doors, flowers, turtle eggs, sea pickles, etc);
Place a sign on top of it.

Expected results:

The sign isn't placed.

Observed results:
The sign is placed on top of an invalid block.

You can place signs, banners, paintings and item frames on blocks such as doors, rtapdoors, turtles eggs, signs, bells, etc. I think this works as intended. The placement of signs, banners, paintings and item frames seems works like in Java.
