Observers detect placement of slabs (see description)

Place an upwards facing observer and then put a slab on it. After this, place another slab on that slab to turn it into a full block.

What should happen:

The observer detects the first slab being placed, but not the second.

What happens:

The observer detects the second slab.

Why shouldn't the observer detect the second slab? That doesn't make ANY sense!

This probably works as intendedΒ 

The observer face doesn't have permanent line of sight with the top slab, that's why.

They don't detect just what they can see. They detect every updates that occur to the block they're facing.
