This occurs only with zombies that transformed into drowned. Looking at the NBT data, the converted zombie had the wander_mode component, whereas a drowned spawned via an egg had the melee_mode component instead. I am investigating whether this also explains MCPE-37006. If so, this is a duplicate; otherwise this may be a new bug.
