I don't know how to reproduce this bug, it just happened and I couldn't get any other cat to behave the same way.
Here are some observations:
-Interacting with the cat in any way won't change its bugged state;
-It keeps running and never stops.
I've attached a video showing the bug and the bugged world so you can confirm this.

Did this happen in a world that was created much earlier, or has the world been edited with any third party editors at all?
I have had this happen to me, and so has another person. My world and cat were new, the other person had a cat from before the update. My cat was sitting on a chest and I put a lead on it and it started “running” away. It was fast enough to be running, but it looked like it was just sitting. I was standing still, and it moved far away enough for the lead to break. I tried sitting it up, but it didn’t stop running when I did. I tried logging out but it had despawned.
The world was created in one of the earlier 1.11 betas and there hasn't been any third party editing.
I just moved a creative building world from the older Xbox One edition to Bedrock. When I opened it in Bedrock, the cats I had sitting around my main base were butt-scooting all over the place. Still in the sitting position. And because they're old pets, before the change of internal player ID, I cannot interact with them at all
I've had a similar issue in 1.11.4. My tamed cat while start running to the nearest bed if sitting and on a lead. I attached it to the issue as Cat Bug.mp4
We have had this issue crop up randomly on several worlds in 1.11.4 (Windows 10 edition); when taming a new cat the seated cat will scoot around at running speed, and if unseated will run around wildly at random. The behavior isn't changed by feeding the cat, or breeding the cat. The cat can be contained in a boat or minecart.
