The command /particle minecraft:{...} x y z, for example /particle minecraft:test_smoke _puff 8 10 15 is not showing the effect. There is no error message so the command is right.

Then nothing works, even the command for MCPE itself like /particle minecraft:test_smoke_puff ~ ~ ~. I tried some of them and before they all worked but now they are NOT. And the official commands are the same. Maybe you could test it yourself. @cjc
The closest particle to smoke is vertexrandom, except it would be colored smoke. New particles will be added in 1.12, including some explosion particles from the ender dragon. I tried looking up how to create a smoke particle in bedrock, but got nothing. I'm hoping for a tutorial on how to create campfire smoke through commands.
Also, your particle command was prior to 1.8 when particles were added. "test" usually means the name will change in the future when it has been tested enough. I wish the the valid particles would just show up when typing in the command. Then it would be a lot easier to figure out. You should submit that to the minecraft feedback page
Edit: I just found this issue. You typed /particle minecraft:test_smoke_puff ~ ~ ~ right? All "test" commands have been renamed to "example."
Example: /particle minecraft:example_smoke_puff ~ ~ ~.

It won't show any syntax errors for the name of your particles. minecraft:poof does not exist. Look up all the valid particles in minecraft.gamepedia.com
