Same issue happening to me - iOS 12.2 / iPhone XS. Started with version 1.11 and continues after update to 1.11.1. After waiting ~1m on the last bar of the “Minecraft” loading screen the app crashes. I am able to start the app if I disable internet (e.g. turn on airplane mode).
Tried deleting all storage as well as deletion and reinstall of entire app and it did not fix the problem.

@Sam H: What device exactly does this issue occur for you on?
From MCPE-45347:
was working ok this morning before the update, I assume on version 1.11.0
My iPad is a Air 2 (MNV62B/A) and my son's is an 6th generation (MR7K2B/A)
So so far, we have an unknown iOS device, an iPhone XS, an iPad Air 2, an iPad 6th, as well as an unknown Amazon device (though this is uncertain, hence the question at the beginning of the comment)

My device is a Fire tablet 7, 5th generation.

Reinstalling the game didn't do anything

I'm having this issue since the 1.11 update, and it continues today with the 1.11.1 update. Running iOS 12.2 on two iPads (2017) with different accounts, one with xbox live one without and on an iPhone XS with an xbox live account. None of them will open the app, it just locks up on the loading screen as stated above. Airplane mode does NOT fix the issue. I've tried force quitting, hard restarting the devices, and in the case of the iPhone uninstalling and re-installing (I can't do this on the iPads as my kids will lose their worlds).

Check MCPE-45437 for reference on my encounter with this issue.

We are seeing this on iPad (5th Generation), iPhone Xr, iPad Pro 10.5, iPad Air 2.

This issue is not specific to iOS and Kindle, as I have an Android tablet that will not load the game either (been an issue since beta 1.11.0.8, and continues into the 1.12.0.2 beta), it is a Verizon Wireless Ellipsis 8 (model number QTAQZ3 as shown on the back of my tablet). If that tablet was not released where the developers are (I don't know if it was), I can try to provide specs for it, especially since the tablet is no longer being sold by Verizon.

Same Issue here on a Fire HD8 and Honor X Android. Fire HDX Works. All on the same Network, rebooting the devices fixes nothing.

I don't know what has changed, maybe something on the server side, but it now works ok on both of my devices.

I was able to correct this issue by connecting my iPads to a mobile hot spot and using a different internet connection. Once I was able to load the game, I turned off the hot spot and went back to my home wifi. Even after a force quit and reopen Minecraft continued to work on all my devices. I hope others fine this helpful.
I stumbled on this because I found that Minecraft worked on my phone when I was away from home and on cellular data. If you don't have access to a cellular hot spot it might be as simple as brining your device to another location with different wifi, but I didn't have a chance to test that theory.

On our devices the issue also resolved itself, apparently due to retrying with different network conditions: in two cases, on a WiFi network away from home; in others, after restarting local network routers.

@Sam Bushell
Yup I changed wifi network and minecraft works again. This is still a major issue though

solon sadoway's soluton worked for me, I switched my Ellipsis 8 from Wi-Fi to 4G data and that solved the issue
