Pillager Captain not spawning at outposts or eggs

The feature of spawning pillager captains is a JAVA exclusive. That feature wasn't added yet to BEDROCK.

for outpost pillagers only spawn at night (in 1.11.0 it was at any time)

Captains are not spawning properly. My wife and I are each playing separate single player worlds using the same seed. We went to the same outpost on our respective worlds. A captain did not spawn at my outpost, but did at hers. I loaded a backup of my world with the same results.

I did see pillagers spawn outside of the outpost in the daytime. Captains spawn in Bedrock. One spawned in two of my wife's worlds, and we both play bedrock.

Both of our worlds are played in Hard Survival. Seed 320439, outpost at around -2000, 3000.

My issue has been resolved. Captain wandered into a cave.

just did a ton of testing, the outpost was the only place i could get a captain to spawn. he spawned alone and based on how many times i bumped the outpost, im guessing its a rare event.
