/spreadplayers spawning you at top of world

Upon using the command /spreadplayers to test whether spawning players at random points for a realm would work, I encountered a bug in which I would be teleported to the specified area, but always at 255 (The build height) More is shown in the video below (Sorry for bad quality)

This happened to me as well. Windows 10 edition.

I am getting the same issue(it still happens on v1.16.10), but it is only happening half of the time. I suspect that using the command in unloaded chunks causes this to happen, while if the chunk is loaded there will be no issue. A temporary solution i have found is put a chain command block after with always active, and put "/effect @a jump_boost 7 255 true" which will prevent fall damage, but if you jump before the boost runs out, you will die.

When using the command /spreadplayers it will not tp you somewhere on the ground. Instead it will tp you to y-level 255 and send you falling to your death. The command I have used is

/spreadplayers 0 0 300 3000 @s

Other than the y-level problem it works just fine. I have done this on a private world and on a realm and it does the same thing in both. I have tried turning off an on experimental and education edition but nothing has fixed it. The only thing I have found to fix it is if the chunks are already loaded, then it puts you on the ground. but with the numbers as large as I am using that rarely happens. This does still happen in version 1.16.100 and happens in normal worlds and in realms.

This happens regularly in the UHC map that I've made. MC Version 1.16.201.2

Steps to reproduce
1. Players start at 5000 100 5000 in the UHC Hub
2. On starting the map the following command runs: /spreadplayers 0 0 0 512 @a

Observed results
Players fall from the correct coords around 0, 0 but from 255 in the air.

Expected results
Players should appear on the surface and not at 255

There is a ticking area at 0,0 and also one at the UHC Hub at 5000,5000

  1. /spreadplayers 0 0 0 1000 @

  2. It will teleport you to the sky at y=319 IF THE CHUNK IS UNLOADED 

  3. Additionally, it will occasionally tp you over the ocean as it fails to detect that surface level is water.

Clearly to resolve this issue the program must load the chunk first, or find the correct y-value before tping you to that location. 

It is highly disappointing that this bug hasn't been fixed in over four years of it being reported. I posted a video showing that it spawns you at world height and even over an ocean/lake. 

Steps To Reproduce:

Input command /spreadplayers 0 0 800 4000 @a
Get teleported to world height and possibly over water

Observed Results:

It always spawned me at world height, never spawned me on an actual block

Expected Results:

I expect the command to spawn me on a block that I or my players can spawn on

Affects the 1.21.44

Only happens when teleported outside of loaded chunks.
