This was tested on windows 10 and xbox https://www.youtube.com/watch?v=udKGVj9MyKg&feature=youtu.be Conditions: These have changed all you need is to be in swim mode, touching a ceiling above the water, and staying on the same y as you swim out of the water with blocks still above you. Under other conditions you may need to be looking up to an extent.

I've done some testing; see this video:
Exiting water while swimming will enable the swimming mode to continue if the vertical 2 block area (that the player will later stand in) is not water, lava, a plant, or air. If the area where the player is at should cause them to fall (as intended), looking down will do the job, but looking up again will cancel the effect. Continuously going down until the player could stand (water, lava, a plant, or air is filling an area 2 blocks vertically) will allow them to exit the swimming mode.
If the player leaves the game while in this state, joining again will teleport them to a valid Y position upwards (not downwards). Doing this will also put the player in a special sprinting state where particles do not appear, and jumping is slower instead of faster.

In 1.13.0.4, the player must have a solid ceiling above them blocking the standing transition. Leaving the game still has the same effects.

Swimming too close to the ceiling before exiting the water will cause the player to stand, even if in a situation where they shouldn't (a one-by-one area): MCPE-72648.

The reproduction methods of this issue is being blocked by MCPE-98271 in the betas, as it is impossible to enter 1x1 areas with an elytra or swimming outright.
If you are in a non-beta version of the game, you don't have to worry about the other ticket. If you are in a beta, MCPE-98271 is affecting you.

My version (1.17.0) affected too! Playing with my friends while in ravine. We goed onto waterfall, and my friend glitched onto blocks. When we stop on 3 and more height, you automaticly stand up.
