if traveling fast enough on a minecart trail and you pass through a waiting skeleton the skeleton will run behind faster than the minecart
steps to recreate
1.make a minecart trail
2.put a skeleton on it
3.ride the minecart trail
it may take a few tries to recreate

I could not reproduce this in Windows 10 1.12.1. I used 5 powered rails, which should get the minecart to its maximum speed, and placed leaves above and beside the rail to keep the skeleton close. Even when the skeleton was standing directly on the rail, it was only able to chase me at normal speed.
It could be a very timing-sensitive issue. You said the skeleton actually ran faster than the minecart, which suggests that the minecart's momentum may have been added to the skeleton's. I think that would be normal if the skeleton enters the minecart, so perhaps it started to do that but the minecart was out of range before it succeeded, and the skeleton's increased momentum wasn't reversed because of a bug. How many times do you typically have to try this before you can make it happen?
