Summary:
Trying to plant a sweet berry bush while aiming at the side of a block is not possible. It can only be planted when aiming at the top of a block, which is inconsistent with other plants in the game. This bug was in Java Edition as well and was fixed.
Steps to Reproduce:
Place down a block on top of an area of grass blocks.
Try to plant a sweet berry bush while aiming at the side of the block.
Observed Results:
The sweet berry bush cannot be planted.
Expected Results:
The sweet berry bush should be able to be planted.

Why exactly is the “expected behavior” expected? I would expect the game mechanics around real-world non-fantasy things to be realistic. Like, you plant plants in the ground.
Furthermore, if you aim at the side of a dirt block, should the berry be planted in that block, or the one below where you are aiming? People are going to have different intuitive expectations about that. Planting in the top of blocks at least is consistent.

I agree with GoldenHelmet. If you try to plant carrots in a tilled farm block by using them on the side of another block, it would not work, because you actually need to plant the carrots in the ground where you want them to grow rather than in another block, therefore, this is not a bug.

This is a bug, since it was a bug on java. Also this is inconsistent with other blocks. You should be able to place them like any other normal block.

Since they are in creative, they are eating the sweetberry rather than planting them. In order to test this once and for all,
1. Go into survival
2. Play on difficulty easy, medium, or hard
3. Find a sweetberry bush and make sure your hunger bar is full.
4. Attempt to plant the sweetberry by placing it on the side of a block.
