My enchantment book has silk touch and fortune 3 on it, and now on my friends survival realm i cant use it? please tell me what will happen if I do

It depends on the book, if it has a combination of enchantments like silk touch and fortune, nothing will happen as if you were to try to break an ore with silk touch, it would give you just one ore instead of several. But if you use a fortune pic, it will give you several of that mineral such as diamonds. So sorry to tell you, but that book is useless.
Silk Touch and Fortune are conflicting enchantments. If you obtained that book on an enchantment table or from chest or fishing loot, there must be a bug; please tell us how you got it.
If you used commands to enchant the book, I believe you can apply it successfully to a tool under the right circumstances. However, since such a tool is considered overpowered, it's possible that a multiplayer server would refuse to allow it, and on many multiplayer servers it would be forbidden to have it even if that's possible. It's not clear from your description whether you've tried and been rebuffed, are just considering trying it, or have been denied permission to use it.
