I'm putting campfires a few blocks underneath the beehive and making sure the smock is touching the hive BEEfor I collect the honeycombs using shear and the bees still come out and attack me.

The smoke is only visual for the Player but does not infact any block or structure. As you can read in the Wiki, the campfire has to be placed right under the beehive to interact with.
I tried tried placing campfires at 1, 2, and 3 blocks below a hive and it prevented the bees from getting angry. So, I am not able to reproduce what is described in this report.
This is still happening for me as well. tried it again yesterday. they still attack gathering honey or honeycombs. Campfires have no effect on PE 1.16.2

Thanks! I may have lost responsiveness due to screen temperature, ordered a cooler to rule out hardware. 30151 could be what I'm experiencing though, thanks again.
Are you still having this issue when trying to collect the honey instead of breaking the hive?
Note that there is an open ticket with having partial obstruction between campfire an bees (MCPE-60937) that might apply to some of these cases.
Make sure there aren't any blocks in between the campfire and the nest.
