Steps to Reproduce:
Place a Honey Block on the ground;
Place another random block right next to it;
Walk from the random block to the Honey Block and observe.
Observed Results:
Your Y position stays the same.
Expected Results:
Your Y position is lowered by 0.0625 (1/16 of a block) when standing on the Honey Block.

This also affects the ability to throw tridents and shoot arrows between the blocks (which can be done between 2 horizontal honey blocks but not 2 vertical honey blocks.

Honey Blocks aren't full blocks on any of their sides. This is intentional Behavior.
