I am unable to smelt stone to create smooth stone. In this attatched screenshot
you can see me trying but it doesn't work.

But I just worked with smooth stone just then, it worked. Have you repeatedly tried, including save, quit, reenter?
Tested on Minecraft 1.14.1 Hotfix update with Windows 10 1903 OS 19013, this feature is working as intended. Perhaps try to Re-open the game.
