I had the 2019 founders cape and the Minecraft earth themed skin, and i have not played for a while. And i just logged in today and found that i had no skin or cape. I have searched and all i can find is in the purchase history on my microsoft account i have the Minecraft earth skin in my purchase/redemtion history but it doesnt show up in my windows 10 minecraft game.

Have you tried signing into your Microsoft Account and looked at your Inventory (Marketplace > Inventory (Owned Purchases))? Your purchases that are bought free will not show up on your account, just redeemed codes or mine coins. Also, do not spam comments into your issue although the moderators will not look at your issue clearly.
I thought adding more comment would make it look more "appealing i suppose" but yeah i checked microsoft.com and could not find the inventory page? or did you mean in game because in game it says i don't own the two items i mention missing.
There’s been a lot of reports on this issue. If you want to boost visibility, find the one with the most votes and vote on it.
