Villager breeding in a Minecraft realm won't work at all. On the realm, there are 3 separate villager compounds, all of which have beds and extra. They simply won't pick up the food. We have thrown them potatoes, bread, carrots none of which work. We have no idea why they don't work. All of us have had villagers on other worlds and there is no reason other than a bug to why they should not breed or pick up food.

You need to turn on “Mob Griefing” in the world settings to allow them to pick up food. Or if their inventories are full and these are cured zombie villagers it could be MCPE-48533.
