If all sides of a coral block are surrounded by any non-air blocks (even if they are not water blocks), it will not die.
Steps to Reproduce:
Place a coral block and cover it completely with any non-water blocks before it dies. To make it easier to observe the coral block, you can use glass blocks.
Wait for a reasonable time.
Observed Results:
The coral block survives.
Expected Results:
The coral block dies.

I see no issue with this, this would be a huge problem for players if we had large amounts of coral in oceans being turned dead just because they generated covered by blocks.
This should be changed to working as intended and have java match bedrock in this instance for parity so that java has the same mechanics for the benefit of players on both platforms fixing this would be a waste of resources and would actively make gameplay worse for players.
I see no problem in that. This can also happen with generated corals under water. It would not be a good thing if this coral block were already dead.
