When I use execute to teleport items to a different dimension it ignores it and teleports the items to the current dimension regardless of the entity being in a different dimension

Reporting what I have investigated so far.
When I use an execute command as armorstand named "end" at 0 247 0 in the End (it's in a ticking area) I am able to tp items to the armor stand from the overworld using an execute command in a command block.
However. I now set a ticking area at 9742 247 8042.
Now I am unable to use an execute command from the Overworld to teleport items to it. I have tried to tp items to 2 different armor stands with 2 different tags at different heights. The original tag was "bgstore." but for the sake of debugging I went ahead and attempted the tag "end".
No success but I figured it would help to share the information
EDIT:
After a lot more investigation I learned I can setblock redstone block in the end. So I attempted to activate my item tp commands in the end. What I did was I placed a wood stair in the end and a stone stair in the overworld. I learned that the tp would tp the items to the same locations in the world in which they started. So for now I am going to use structure blocks. I am going to save the items in the overworld and then load them in the End
