I accidentally struck a villager and killed it right next to the iron golem and it did nothing.
Steps to Reproduce:
1. Find a village with a naturally-spawned Iron Golem
2. Hit a villager
Expected Results:
The Iron Golem becomes aggressive to me.
Observed Results:
The Iron Golem does nothing.

I also experienced this issue myself in 1.16.20, but I have not tested the conditions thoroughly. Here are 5 hypotheses:
Iron golems spawned by a village in an earlier version do not respond to players hitting villagers in a later version.
Iron golems must be within a certain range of the villager that is hit/killed, in order to become hostile.
Villagers' complex AI interferes with their ability to "call for help" to the golems before they are killed, or before they choose another behavior.
Iron golems suffer from MCPE-50207 and can drop player targets almost instantly if they are too far away from the player.
Iron golems only become hostile if a villager is hit and the player's popularity is below a certain amount (e.g. below 0).

I am having the same issue. My world was created in 1.20.71 and the only non-default vanilla thing I have on the world is the gravestone addon from the marketplace. And this has been happening for vanilla worlds too. It's been a thing that I've noticed for a long time, I never knew I could even say anything about it until recently.
Was it on peaceful mode? Also the walking animation bug is being tracked in a different ticket.
