When the Ray tracing option is turned off the game runs smoothly at 250-300fps with both CPU and GPU sitting at a cool 50-70% usage in most situations. Whenever Ray tracing is enabled the game dips to 15-25fps and the GPU takes over almost all of the work with the CPU dropping to around 10% usage at most, which is just above idle use. Attached is MSI Afterburner monitoring the hardware

RTX 2080
i5 8600K @ 4.3GHz
32GB DDR4
A bit of a bottleneck perhaps but it doesn't have any major performance hit on any other games.

This is somewhat expected (although not to the degree you're showing).
While with RTX off the CPU has to work harder because render distances are higher and there's more to compute, the moment you turn RTX on you are shifting almost all of the load to the GPU, the CPU piece is much lower thanks to the lower render distance and the GPU bottleneck.
RTX is so complex (computing hundreds of thousands of individual light beams in real time) it can only run (smoothly) at ~8 chunk render distance and any increase is exponential so even 16 render distance drops a colleagues beast of a PC (best parts on the market right now except its a 2080ti not a titan 😛) to 40-60 FPS.
What many people are missing is that RTX is used for every piece of lighting you see which almost no other games have done (there's one I can't think of the name of that has exactly the same performance hit). To save on performance they use a combination of RTX and existing techniques so its not going to have the amazing performance you're used to.
