Are you able to provide steps on how to reproduce this.
I just loaded up a creative world on 1.16.0.57 and was unable to reproduce it by just building what you have in your screenshot. Going into the nether and returning (thus triggering MCPE-69047) causing everything to be much lighter than it should gives the impression that they're not emitting light, but your screenshot doesn't appear to show that bug.
