I cannot join servers for Minecraft 1.16.0.59

WAI. Beta versions can't connect to the featured servers.

Server only can supported on stable version. So that's why you can't access to the server because the stable version still not comes out yet.

As other have mentioned, featured servers are not available on the BETA. This information can be found at the beginning of every BETA's release notes (eg https://feedback.minecraft.net/hc/en-us/articles/360042961851-Minecraft-Beta-1-16-0-59-Xbox-One-Windows-10-Android-)

Then how come I could join servers on 1.14.0.30?

Because 1.14.0.30 wasn't a beta. It was a finalized release, sent as an update for all players. 1.16.0.59 Beta and 1.16.0.60 Beta are, as the names imply, incomplete, unfinished beta versions, and you have to join the game's open beta test program to test it as they aren't ready for the general public.
