Red sand doesn’t have a data value.

For mcpe, I can’t do the setblock or fill command using red sand! You can use red sandstone and red sandstone stairs, but no red sand! There’s even normal sand, but you can’t setblock or fill using red sand. Is the game supposed to be like this?

I'm not sure I understand your bug report. Red sand is obtained using the data value of 1 on the sand namespace.

For example /fill ~ ~ ~ ~ ~ ~ sand 1

Like many items in Bedrock they don't have their own namespace.
