Ice on top of air or scaffolding does not turn into water when broken

Steps to reproduce

  1. Place an ice block on top of scaffolding, or place an ice block with air under it.

  2. In survival mode, break the ice block.

Expected result

The ice block turns into a water source.

Actual result

The ice block is replaced by air.

Ice only turns into water when there is a full block underneath it (whereas air and scaffolding aren't full blocks).

This behavior matches Java Minecraft

Buttons and conduits work differently between games. For Java Minecraft, breaking ice over a button doesn't create water, but breaking ice over a conduit does. However in Bedrock Minecraft, breaking ice over a button does create water, but breaking ice over conduit (even a waterlogged one) does not.

This is desynced even more when waterlogging levers, tripwire hooks, tripwires, and end rods in Bedrock Minecraft. The waterlogged variants of these blocks are only obtainable in Bedrock Minecraft; however breaking ice over these blocks does not create water either.

Regardless, in both Bedrock and Java, water can simply melt above transparent blocks (or air) and still create water.
