Summary
The dot state for redstone dust has not been added to Bedrock Edition. By extension, this also makes it impossible to toggle the state of disconnected redstone dust between the side-powering cross state and its inverse, the dot state.
Expected behavior
Right-clicking a disconnected piece of redstone dust toggles between the two states.
Current behavior
As the dot state doesn't exist, right-clicking does nothing.

I think this should be the case because that will make both redstone and building communities pleased.
