That is not the nether update, that is a marketplace pack.
But the download not happening may be a problem in itself.
You need to update the game, in your app store, to play the nether update.

I got it. I was able to save my old server to the cloud through the ‘files’ app, then delete the game. I reinstalled it and downloaded the new update. Then I pulled my old servers from the cloud and placed them in the new Minecraft folders. It was a little nerve racking but it worked.
Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete.
