If I had to guess, I'd say it has something to do with the air being in either corner. The villager might think they're already indoors.

I have seen this same behavior.  I was thinking that it was attributed to an inability of the villager to be able to probelm-solve / pathfind. 

From what i've seen, when they are standing against the wall of a building, there is often a bed in that building that they are trying to get to.  they will pathfind a bit, but not enough to go all the way around the building to find the door to go in.

From your attachment, I can think of several possible explanations:

1. The villager may see itself as already inside the igloo. It's very hard for a computer to understand and use the concepts of "inside" and "outside". Instead, the rule the game uses is that a villager considers itself safe if it's within 2 blocks of its bed. However, if its bed is against a wall and that wall is only 1 block thick (like walls usually are), the villager can be within 2 blocks while it's still outside the wall, and when that happened it would just stop there thinking it was safe. It was possible to fix this problem by not putting beds against outside walls, or by placing them so their feet end are against the wall, but in any case Mojang made a change to make this problem less likely to happen, so you might not see this problem any more, or might see it less frequently anyway.

2. Mobs have frequently been reported to have problems with paths that cross non-solid blocks. Here, your villager is surrounded by snow, much of it in the form of snow layers. These are not solid blocks, so they could be causing your problem. If so, this ticket probably needs to be linked to a previous report and closed as a duplicate. But before we can decide to do that, we need you to tell us if clearing away the snow layers makes the villager behave more reasonably.

3. Pathfinding is expensive, and the longer a path is, the more expensive it is to find it. So the game can only allow a villager to look a certain number of blocks ahead when it's searching for its bed or workstation. Unfortunately, this means that sometimes a villager isn't going to be able to find a path to what it was looking for, and your screenshot shows one way that can be realized in the game. This is a limitation of the computer, not a logic error, so it's not actually a bug. Nevertheless, we have several open tickets related to the problem, so if that's causing your issue this ticket might need to be closed as a duplicate.

What we need from you before we can proceed with this is for you to tell us whether you can still reproduce this problem in the current release. If so, we need to know the steps so we can reproduce it, too.
