Option to not download resource packs from servers

The last update removed the option to not download resource packs/addons from servers

1.6.0 has two options to Download & join or just Join and then its not download anything

1.6.1 start download everything instantlyΒ 

and if i join i don't see the character creator skins i don't know its because of an addon or something elseΒ

This happens even with server.properties/texturepack-required=false

I have seen the request dialog appear at least once since the update, but it has taken multiple cycles of cancelling and reconnecting to get it to work.

WAI on Realms, only a BDS issue

Is the issue occuring in online multiplayer worlds, LAN worlds or Bedrock Dedicated Server?

yes i think its a BDS its a small community server i join whit ip and port
