I have two PCs in the house. One can connect to Bedrock Realms and the other cannot. The only real difference between the two is the working one is Windows 11, and the non-working one is Windows 10.
To recreate
Load bedrock
Sign into account
Click on Play
Click on Friends Tab
Click realm,
See "Joining Realm, this may take a few moments"
5 seconds later, see "Loading Resource Packs" with the bar graph animation. Sticks there for 60 seconds or so.
Disconnected from Server. (99% of the time)
Troubleshooting
Troubleshooting steps already done (I'm a software developer btw)
External Router:
Both PCs connect through the same Wi-Fi and router connection, so it cannot be the router or the external firewall, or my ISPs connection.
Windows Firewall
I have disabled the Windows Defender Firewall completely on the Win10 machine and still no success.
I have also explicitly added the Program Exe C:\Program Files\WindowsApps\Microsoft.MinecraftUWP_1.19.3101.0_x64__8wekyb3d8bbwe\Minecraft.Windows.exe , allowed all networks, protocols, ports etc for inbound and outbound, with no success.
WiFi Connection or ISP Speed
I play other multiplayer games, Apex Legends, Fortnite etc. No issues.
I've ran a ping test to www.google.co.uk and received this:

Minimum = 16ms, Maximum = 44ms, Average = 18m
Other Servers:
Able to join CodePlex and Hive servers.
Other applications.
Closed antivirus, MalwareBytes, DropBox, everything from system tray.
I have on one occasion loaded into the world, but it was so unearthly slow, I died from a zombie attack that was no longer on the screen. The chunks took an huge time to load. Blocks did not have animation. Tried several times after this "success" and again, just go disconnected when trying.
Happy to arrange time to do netstat type debugging if required.

Are you logging as the same player/account from each machine?
If not, does it work on the Win10 machine if you use the other player/account, and/or does it fail from the Win11 machine if you switch to the other account?
If so, you might be experiencing the issue described in MCPE-90372 and the suggestions mentioned on that report might be helpful.

Trying both my son's login and my own. Neither work on the Win10 PC. Both accounts work on Win11 PC. Linked Jira not applicable, I am not stuck on "Locating Server", but "Loading Resource Packs".

No resource or behavior packs are being used; It's vanilla. The world created locally (so we could use a Seed), then promoted to a Realm.
I have since uninstalled Minecraft on Windows 10 machine, rebooted and re-installed from the "java" launcher, but still I see the same issue.

I can now confirm that I'm seeing this on all my devices in my home LAN. This includes PC (win10), laptop (win11), XBox Series S and Android versions of the game. There must be an issue somewhere with my ISP. It would be great to get some diagnostic tool to help with this issue.

Checked XBox NAT settings and it is saying "Open".
