I was playing on my realm (I am the owner) and I tried to exit the nether through a portal that I had created, and the game got stuck on "building terrain". I closed the app and relaunched it, but I still cannot load into my realm (still hangs up on building terrain).
I can access my offline worlds without an issue, and other players can still load into my realm without a problem.
Steps I have taken:
Signing out and then back in to my Xbox profile
Using a different Xbox (xbox one s)
EDIT 2/7/19 @1220 EDT:
I logged in earlier today and the issue had resolved itself. I was able to connect and play in my realm normally, however the issue popped up again while I was performing the same action: I tried to exit the nether using a new portal that I had created so that an overworld nether portal would be generated. When I passed through the nether portal to go to the overworld, the game again got stuck on "building terrain". I suspect that there is a bug related to overworld nether portal generation. I am once again unable to join my realm after experiencing this issue a second time. It seems like a server restart is the only thing that resolves the issue.

Evan,
I have discovered that a temporary workaround for this issue has been to restore from a realm backup (the owner should be able to do this). I was even able to use a backup that was created after the issue occurred. To ensure that no progress was lost, I asked everyone currently playing to “save and quit” which creates a backup of the world at that time. I restored from this backup file and was able to load into the game without an issue.

Happened to me too, multiple times. Playing on Java edition. Seems to be somewhat related to your internet connection. It happened very rarely when I was using another wifi

Today this bug started happening to me and 2 other of my realm members been resetting devices and trying to troubleshoot but have found nothing, please help
Thank you for your report!
We're now tracking this issue at MCPE-44815, so we will resolve and link this ticket as a duplicate, as the issue seems to be related to the Nether portal not loading in the player in the correct place.
If you would like to add a vote and any extra information to the main ticket it would be appreciated.

This happens to me atm. My gf is playing and I cant join the realm. Im the owner. I did not walk through any portal, just walking through the village and in the outskirts no blocks had loaded. Just the Void. Weird thing is that three zombies spawned where no blocks had loaded. I quit and hard restarted my xbox. Still stuck in building terrain. I will try to have everyone exit the realm and restart our xboxes.

Downloaded a copy of the realm. Checked that it worked offline. Replaced the realm with the downloaded backup. Now its working.

Just got this issue. Had nothing to do with a nether portal. My wife and I were exploring a decent distance away from our home area and reached a point where the game refused to generate further terrain. To fix it, we tried logging off and back on, but we're unable to rejoin the realm and it's stuck at "Building terrain." I downloaded the world file but I can't attach it here because it's half a gig in size.

Hello
This happened to me too last night so it's 100% safe to say this bug is not fixed, at least not on Xbox One X. I play on a realm owned by someone else, for a public community. And last night I died in the Nether, and as I was respawning the game got stuck on "Building Terrain". I restarted my game and Xbox and now whenever I try to join the realm again, I am stuck with the same "Building Terrain" error.
Is there any fix to this? I also reached out to the Realm owner and he mentioned that Mojang will need to reset my profile or some sort. Please let me know.
Oops, I submitted the same bug in a different place, I didn't notice there was one for reporting Realm-specific bugs. I'm gonna copypaste what I said elsewhere here, because it's the same issue:
"
Description
I'm playing on a friend's realm server. We had a previous nether portal set up, I wanted to make one a little closer to where we are living right now. I made a new portal and entered it to go to the nether, it dropped me off at the original nether portal created when I went into the nether the first time (expected). I wanted to go back through to see which nether portal in the overworld it was now connected to, the original or the new one.
Once I did this, however, the game was stuck indefinitely on the "building terrain" chunk of the loading screen. I exited after a while and re-entered the server, and it still hung on the same point of the loading screen. I booted the game up on my Switch and entered the realm from there on the same account, it still hung on the same point. I'm trapped until I can get a hold of my friend and see if anything can be done on the server end."
