Yes it is still present as of 1.21.110.26, my display is a 144hz display, but the gameplay seems to not support higher refresh rates? So I seems to do higher refresh rates but hard-locked at 60.

Seems worse when the fps is at a higher frame rate as is more prevalent in the main menu (as seen in the preview provided)

They have removed to framerate toggle on console.

Isolated that the sound comes from the Hostile Mobs section.

Launcher log and game output after crashing immediately after spawning a horse. It no longer seems to be producing a .log file.

The minecraft launcher console is saying that there is a problem with the OpenAL function of LWJGL. Should I try installing a previous version of LWJGL, since installing the newest one did not affect anything?

I updated my Java and reinstalled LWJGL, that didn't change anything. Java crashes no matter which world I open now, whether or not there is a horse, but now I'm not sure if that was ever actually the trigger for the problem.

Are you sure that that's just a bug? Do they slow down less in this snapshot than in other ones? If not, then it was probably intended, as occupied minecarts have different physics than unoccupied ones.

For some reason, it has suddenly stopped, for now.
