I'm still making use of this query (query.is_item_name_any), so I can confirm that the same thing still happens in the last release (MC Bedrock 1.19.63), from Windows 10, I've just checked it out ✔

Data values are ignored, making it impossible to /setblock an amethyst in any other position, so this is a bug and still happens, I've just checked it on 1.18.0 (Windows 10) release 👍
Yes, it still happens in MC 1.16.221. "Affects Version" updated.
This is no longer an issue, because now each type of planks/stone/etc. also have their own id (different from "minecraft:planks"/"minecraft:stone"/etc.), so it's actually resolved, thank you! 🙂
