What is "save data"?  Like saved worlds? Also, what he describes there could hardly be described as a "work around" (if that is what GoldenHelmet is referring to).

I have also had this issue for months. Sometimes if stall out at 45% loaded, other times I have seen 59%, sometimes both. By looking through the comments, there appears to be no progress of any kind, is that correct?
