what I would do is instead modify the dir as trustedinstaller instead of giving your user access to the windowsapps directory, its a bit of a procedure but its better than white torch light lol

Nah dude, the only hostile mobs that spawn in a deep ocean (or any ocean) are drowned, which require water to spawn. Other than guardians but they only spawn in ocean monuments. You just have to dig under another biome.
That's odd, I have Windows 10 and i have never encountered this issue.
