Another idea would be that different shulker box colors use their own texture file as well as the chipped and damaged anvil. This would allow resourcepack creators to apply a different ui texture based on the blockstate of the container.
Boats with chests and the two christmas variations of the chest/large chest also use the same texture (generic_54.png).

Droppers and Dispensers also use the same texture file
Hope this is getting fixed soon..
It is an inconsistency because Furnaces for example have the same UI texture as blast furnaces and smokers but their own UI texture in the texture files. Same for shulker chests and normal chests as already mentioned.
It affects the 1.16.4 and the newest 1.17 snapshot (20w51a) too.
look in the chat of the screenshots for explanation.
it is not affecting the normal glass, only the colored one as you can see on the screenshot so if you have fixed it with the normal glass it should be not so hard to fix it with the colored one too.
but if you place the glass underwater then it affectes every type of glass.
and you cant see the particles underwater if you are on top of the water.

it affects the particles which are summoned with a command block too.
it is a bit of game breaking that it isn't fixed because you cant see the particles of soulsand and magma blocks in the ocean.
This bug is still in the game! (versions 1.16 and 1.16.1) which means it is not fixed fixed yet.

Horses, donkeys, llamas, camel and mules also all use the same texture file for their UI.
