In 18w01a both animations are displaying properly (and the "freeze" on the yellow terracotta is no longer present either). Hooray!

This issue can be marked as resolved.

Alright, I mislabeled the affected version then due to a misunderstanding, sorry. It seems to be corrected now.

Aren't the snapshots unreleased versions? I didn't see a separate listing for snapshots so I assumed they wanted us to use that designation.

The metadata was supplied by Mojang's "TextureEnder" utility (as seen here: s3.amazonaws.com/Minecraft.Download/utilities/TextureEnder.jar ) to convert texture packs into resource packs, and I had assumed that since all the textures were working in snapshot 13w24a that the sudden break in 13w24b/13w25a was a bug in the system.

Are you saying that this is a bug with the TextureEnder utility instead? It seems strange that it would display the textures correctly in one snapshot but not another.

EDIT: And if there IS a problem with the mcmeta data, I'm not entirely sure how to go about correcting this. I don't see any obvious breaks or errors in the code... I look at the data for diamond ore (which works in the newest snapshot) and then look at the data for coal ore (which does not) and they are comparable. I can't detect any obvious or egregious error there. The code SHOULD be working!

2nd EDIT: It was a mistake on my end after all =/ Please check updated OP for more info.

I was also able to place a fence just fine in the snapshot.

Seconded. The converter gives stonebrick's texture to cobblestone and does not assign cobblestone's texture to anything. This can be fixed manually by adding in the files and naming them "cobblestone.png" and "stonebrick.png."

Refreshing the textures with F3+t reloads the pack correctly.

But the first time opening a new texture pack in-game I seem to get this strange bug... I tried a few different packs and got it each time, but when I went back to a pack I'd already refreshed before and it loaded correctly that time.
