MCPE-12146 Render Distance setting determines villager spawn Fixed

This is still a bug in v0.13.1 on Android. I just tried it out (to see if it had been recently fixed), and it's pretty easy to reproduce.

Steps to reproduce this bug:

1) Create a small rectangle of wooden fence blocks near an animal, leaving one piece of the fence open.

2) Lure the animal inside your enclosure by holding the appropriate bait, then place the final fence block to trap the animal inside.

3) Wait for the animal to walk partially into one of the fence blocks. An animal that is "sticking its head through the fence" should be in the fence block.

4) Save/quit the world.

5) Load the world and resume playing.

Result: The animal may* now be outside, or on top of, the fence.

*The animal can't occupy the fence block itself when the game loads. But it can be on any of the nearby air/empty blocks. This means that there is a chance that the animal will simply be pushed back into the enclosure, making the bug difficult to notice.
