not sure if this is a bug(so only server mods on creative server can use), but a workaround is to type /give playername command_block
confirmed, looks like the "select half" option is hardwired to button 2 and isn't remapped with the use item binding.

Confirmed. i dropped 10 anvils, i saw each one produce an item, but only received 3 anvils and 3 slightly damaged anvils.
seems like the same issue that others have reported, such as bow pointed down when invisible.
